I am from Hong Kong, so I believe voting is a citizen's rights. But in Australia, voting is your responsibility as a citizen. If you do not vote without an acceptable reason, you need to pay penalty(I think that is around $50). Once times, I had a business travel, so I can't vote in my area. Then I phoned to Australia Electoral Commision to explan.
